I read that if expenditure on a service falls within the amount voted for such service by the Appropriation Ordinance, it is necessary to provide by a Supplementary Estimate and Ordinance for
£228 (consisting of Provisions "Oil", "Clothing", "Shoes" and Incidental) being within the same note, it appears that such an excess would be within the authority of the Governor for reapportionment of detail allowable in the Estimate, without any Supplementary Estimate or Ordinance.
The Controller refers to the Colonial Estimate for 1859, for example, under the head of "Roads and Bridges" (Page 24) and "Harbours" (Pages 19-23), where expenditure provided for bona fide Estimate was required.
I have the honor to report that, as regards ordinary expenses exclusive of Establishments in the respective Departments, such as excess in the item "Clothing, Shoes &c.", the total expenditure for works, such as Building, particularly improved Road, the Governor did not appropriate additional expenditure on that work, saving from other items unconnected with the same, although included under the general head.
